Peoria Disposal Company (PDC) was founded by John Coulter in 1923. By 1980, PDC had grown from a one-man garbage collection operation into a large solid waste disposal company. In 1983, John Coulter’s grandson, Royal Coulter, became the third generation of Coulters to lead the company. Under Royal’s guidance, PDC realized rapid growth with the acquisition of AREA Disposal Service. From 1987 to 1992, PDC acquired nearly 30 companies located in central Illinois consisting of four landfills, 200 trucks, 100 pieces of heavy construction equipment, a non-hazardous liquid waste treatment plant, four recycling and processing centers, and one RCRA hazardous waste stabilization facility. By 2012, the company had evolved into Coulter Companies, Inc. composed of 17 different companies with over 500 employees.

Water Testing & Analysis

PDC Laboratories was incorporated in 1981 in Peoria, Illinois to provide analytical water quality testing for PDC’s landfills as well as servicing surrounding municipalities and industry. By 1995, the lab was rapidly outgrowing its space and moved into a new 26,000 square-foot, state-of-the art facility. Since then, PDC Labs has made acquisitions of three other environmental labs: Katalyst Labs (1999), Daily Analytical Labs (1999), and Environmetrics (2006) located near St. Louis, MO.

Early in its history, the laboratory was tasked to provide analytical support for other affiliated PDC companies that included a RCRA subtitle C landfill, a non-hazardous wastewater treatment facility, an environmental emergency response team, a remediation company, an environmental engineering firm, and several solid waste landfills. As a result, there are many internal resources available for environmental compliance assistance, regulatory training for staff, and expertise available to our clients. 

Environmental Testing in Illinois & Missouri

PDC Laboratories, Inc. currently provides water quality analysis for over 7,000 customers annually. Over 10,000 samples are received on a monthly basis by our facilities in Peoria, IL, Hazelwood, MO, McHenry, IL and Springfield, MO. The majority of matrices include solid waste, hazardous waste, groundwater, wastewater, and drinking water. Specialized analytical testing includes transformer oil testing and hexavalent chromium analysis. Our testing results are used by clients to address many EPA Federal and State programs including NPDES discharges, drinking water regulations, RCRA site investigations, storm water, industrial process control, and permitting for proper waste disposal.
